I think at the beginning it does, but your body builds tolerance to it and you would just have to do more to get the same effect. So you would eventually probably be smoking a few packs a day and drinking a pot of coffee a day. Lot of money wasted and other negative health effects. Then as soon as you quit you would gain some of it back too. If you have to do one or the other I would suggest drinking a cup of coffee about 15 minutes before exercise. This is supposed to help burn more fat than without drinking the coffee.

Certainly, it inhibits the appetite. However, smoking is guaranteed to kill you while the weight can be lost by many other means.

Only if you use them in place of eating. So you see, that would not be healthy either
Drinking coffee: increase metabolism
Smoking: decrease appetite or food substitute.
